why is adobe acrobat not syncing with adobe scan phone app?

I hope you are doing well. I am sorry for your experience with Adobe Scan.

By Rearranging, are you referring to moving the files out of the Adobe Scan folder? Basically, Adobe scan syncs to the folder from Adobe Cloud Storage that is named as Adobe Scan. If you bring files out of the said folder, those files will not sync back within the application.
