Would it be possible to change the start timing of the shutter effect in Adobe After Effects? Or is this not something that can currently be adjusted?"

Hi KEN, to point you in the right direction, could you clarify which effect you're referring to? There isn't an effect literally called "Shutter" in After Effects, but there are a few similar-sounding effects that might be what you have in mind like "Shatter", "Rolling Shutter Repair ", etc. A screenshot of the effect in your Effect Controls panel would clear it up, along with a bit about what you're trying to achieve.
