3D layers h265 hevc export bug

When exporting AE projects which contain 3D layers, the motion is different depending on whether I export to media encoder as H264 vs H265. the H264 exports match AE 100%, the H265 Exports will glitch out the 3D parts to the wrong coordinates.
AE project is attached, just export from AE via media encoder with default h264 and h265 settings.
The bug mostly shows up on sudden camera changes, eg cutting from one shot to another. Its almost as if some extra interpolation is being added between frames, or as if the internal processing of 3D data is done at a different framerate than the project.
Another more serious example of the problem is here at the 0:06 mark. The size text goes completely mad,

the weird thing here is that its just one scene element which goes mad, the other 3D text layers are fine.
This has been a problem since the first time I tried exporting H265 last year so has persisted through several AE and ME versions.
