3rd party effect (Deep Glow) won't show in Effects panel

Hey everyone, I must be missing something really simple, but I can't figure it out! I have a 3rd party plugin (Deep Glow) that will not appear in my effects panel in After Effects. I followed the standard procedure/instructions, which are to drop the .plugin file into the After Effects>plug-in>effects folder. But when I start AE back up, the effect is nowhere to be found. Any ideas as to what's going wrong?
