Achieving a glowing rectangles effect in After Effects

Hi.

I am trying to recreate an effect the company I work for had comissioned. It can be seen at the start of this video (the background of the rectangles moving specifically): https://www.youtube.com/watch?v=7oI7sNSF19I

I've achieved something similar using Fractal noise and Mosaic, however it is still far off and I was hoping someone could help point me in the right direction.

I would also like to know how the glowing lights were made, was it done in After Effects?
