Adjustment layer no longer affect the whole contents

In a recent update to AE, filters applied to an adjustment layer no longer affect the whole contents of the canvas. For example, if the layer below the Adjustment Layer is a title, the filter is applied only to the bounding box of the title. This makes Adjustment Layers ineffective with many filters, such as when trying to blur titles or applying glow effects.

Thanks for those screenshots. Does this problem only happen with the two effects you mentioned? What if you add a Fast Box Blur or Camera Lens Blur?

 

Does this happen every time you create an adjustment layer or is it just with this one?

If you go to the Project Settings > Video Rendering and Effects and enable Mercury GPU Acceleration, does the behavior change? Currently you're in Mercury Software Only mode.

And finally, does this happen in all projects? It looks like this is an example project, so I'm guessing the answer is "yes."

Sorry, I didn't mention the plug-ins: FX Factory (Depth Blur) or Video Copilot Optical Flares. Using an adjustment layer with one of these effects let other layers disappear or (as mentioned) the effect is applied to one layer. Here are 2 Screenshots.

This is not a behavior I'm seeing or have seen anyone else report yet. Could you please post some screenshots, or even better, screen recordings, showing this problem in action? Please make sure to post full UI screenshots with all the appropriate layers expanded to show any relevant properties.
