adobe after effects cs6: create a new layer above selected layer in timeline?

Does someone know how to do that simple idea (it is described in title) in CS6? (It does work in CC version)

    This feature; where a new layer created via the Layer>New menu Command (or its various shortcut equivalents) is placed directly above a/the currently selected layer/layers began after CS6.

    Go to the top menu.  Go Layer>New, then pick the kind of layer you want.  The process hasn't changed in.... oh, at least 20 years.

    Thank you Dave for your reply but it is not what i have asked for. I simply want to create new layer for example above 3th layer from all 4layers in my timeline > it should create layer above 3th layer i have selected. Is it clear?
