I have the same issue.  Just tried Adobe support but not their fault, supposedly a Microsoft Windows 7 SP1 issue but no offer of a solution.  Only happening with Adobe After Effects CC 2018.1 after update this morning.  No other software effected and I have not updated Windows in over 12 months.  I would expect a more proactive response from Adobe, very disappointing.  It often seems the bigger a company gets the more inclined they are to forget about the customers who helped to get them there.

I have now installed the previous version of After Effects CC 15.0.1 and the software is now working.  So this must be an Adobe software issue.  Adobe please investigate and update the 2018 version.
