adobe animation presets not working

i've reinstalled after effects multiple times but my animation preset adobe presets do not work and their in a different language?? i'm unsure what to do at this point

Open the Creative Cloud Desktop app, go to Preferences (click your login image in the top right) and then go to the Apps section. Make sure your Default Install Language is English. Then you'll need to uninstall and reinstall After Effects.
