Adobe Libraries Panel Flashing & hanging up App

Hello,

 

I recently made a fresh install of all Adobe Apps (newest version) and seem to have a very odd bug with the Adobe Libraries panel.

 

When starting up After Effects the libraries panel will stark flickering in and out of focus (blue outline) fast, seemingly trying to load and failing very qucikly (quicker than once every second). Every few times the panel will flash white, or display the search bar and then flicker out to gray again.

 

This takes the focus from the main App and renders it completely unusable, menus won't stay open, nothing is clickable as the current window focus is lost as soon as the library panels bugs out.

 

Also tried to pause File syncing and to remove the content of my LIBS folder, problem still persists.

 

Having a similar issue in Illustrator as well, where the same behaviour starts after copying something and switching to Photoshop. Constant flashing of the focus, renders all apps unusable and need to force close Adobe apps via task manager.

 

I'm running Windows 10 Pro on a Ryzen 3900X with a Titan X 12Gb, all drivers are newest version.

PS: now noticing this also happens with the "New Document" Dialogue.
