So I guess the answer to my question is: "No. Plugin developers will no longer be able to serve customers who are using Adobe CC 2017 or below. With a few exceptions like InDesign."

Regrettably, it no longer appears possible to download some of those older installers, if you don't have them already... Adobe is also advising against using them, as you saw in the articles.
