AE Bug anchor point moving

Hello, 
i'm new on AE, and i've little problem to move my layer. 
I try to move my layer withe my mouse to change the Start time but impossible. 

I've same problem when i try to change the value with my mouse for % Scale, Position ... 

 

Someone know why i've this probleme?

Make shure that the Layer isn´t locked from lock checkbox in left of the timeline in the layer.

Make sure the selection tool is selected. v on the keyboard will do it.

 

Make sure you spend some time in the Learn section of the After Effects Home page or go through the Tutorials section of the Adobe After Effects product page. It's almost impossible to use AE by just poking around in the UI or watching a few YouTube tutorials prepared by enthusiasts that may or may not know what they are talking about. Most new YouTube tutorials I have seen in the last couple of years fall into the "pretty useless for teaching anything meaningful" category.
