AE equivalent of PS layer fill slider

Does AE have any way you can reduce the opacity of the content of a layer while still be able to view effects applied to this layer?

Nope. Not how it works. Some effects have built-in "Blend with Original" and similarly named sliders, but that's as good as it gets.
