AE Performance dropped enormously after PC reset

Recently I resetted my PC with the intention to get a fresh start since there was a lot of junk on this PC. But since I've done that I am noticing a lot slower performance on AE, and not just a bit. I am still working on the same project as I did before resetting and in the same AE version (22.5, since 23 is slower on Windows than 22). Before resetting I could render the comps of that project in like 30 minutes but now it is more like 3 hours. But what I am noticing since resetting is that my CPU isn't being used as it did before. In the screenshot you can see the behaviour of the CPU after the reset of my PC. Before the reset my CPU went up to like 90% ussage on all the cores/threads and now just 4 of my cores/threads go up high and the rest does almost nothing.
Does anyone have a clue what might have happened that makes my AE renders so much slower?
