After Effect CC 2017 freeze at Initializing Media Core

Installed it and unable to launch, keep freezing at Initializing Media Core and no response. I had already tired After Effects or Premiere Pro crashes after starting,, and various method mention on the forum, but I still couldn't find a way to solve this problem, I had no idea what's going on, and I don't have this problem on my pervious CC 2015, (already uninstall before i install cc 2017, not so wise) Any idea how to fix it? Thank you very much!

    Updated to 2018 and changed to a NVidia GT730 PCIe 2 video card.

    Everything works now  but still had to run muse as an administrator to finally get it running.

    So I believe the newer programs that edit or use video need a different graphics card the my ATI onboard gpc set.

    The reason I did this was because it dumped on the load of the ATIO6XX.dll. 

    With ATI gone everything appears to work.

    Are you using third party plugins?? Some of them cause problems in the MediaCore if you are not using the correct plugin versions for CC2017.

    I installed the previous version of After effects after this and had the same problem - then I uninstalled, restarted and installed the current version again and it worked.

    In a way,  If I roll back the updates to 2015 for Muse and early 2017 for Prelude, Premier, and After Effect, they don't crash.  After the 2017.2 update any Adobe software that handles video files will crash on start up due to an ATIO6XX.dll error.  All I can figure is the Radeon internal graphics on my motherboard might not work with the newer updates.  But never found a real solution besides using older versions.  Would love a real solution.

    Same problem, Media Core on AE loads and AE takes a dump.  Premier and all video related Adobe software appears to crash when loading dll's associated with AE.
