After Effect Could Not Find the User Documents Directory

When I try to open after effects a notification pops up that says "Could Not Find the User Documents Directory" then the program fails to start. I already tried turning off windows defender and uninstalling and reinstalling AE. I have a Windows 10 PC with the most updated 2019 AE. Any suggestions? Thanks!

    Does the User Documents directory exist on your machine?

    Have you moved the User Documents directory to a new location?

    I'm not sure, where would that be located on a Windows PC?
