After effect prism lens effect

hello everyone, I'm posting this question here as I can't find a way to replicate the effect shown below. effect. I tried to duplicate the layer and put directional blur on the top layer and set it on add. I think I'm close to it but directional blur spreads up and down, whereas here it only goes down. If someone has any idea on how I could replicate it, I would be very happy to hear it.
