After Effects 2022 - Link 2 Layers

How do I link 2 layers in the Comp Panel so they scale proportionally?

Use parenting to link them.

This is a basic technique, so you'll find plenty information about how to do it in detail.

As an alternative to parenting, you can create a precomp with those two layers and scale the precomp.
