After effects and Premiere VERY slow to start

I have several problems since updating to the 2020 versions. They also don't seem to be reversible when I install older versions.

 

After effects takes over 5 MINUTES to progress past the splash screen and Premiere is about the same.

Once after effects does open it is sluggish and I get dynamic link errors with both it and Premiere.

Basically they are both unusable at the moment and I really need these problems dealt with as I can't even seem to fix the dynamic link issue by using older versions.

 

Solutions tried:

- Uninstall and Reinstall

- Install old versions

- Dynamic link solution tried was as others have posted going to  C:\Users\USER\AppData\Roaming\Adobe dynamiclinkmanager folder to rename to dynamiclinkmanager.old and reinstall software

 

The PC Specs are:

Processor - AMD Ryzen 7 2700 3.2ghz

Memory - 16GB 2133mhz

OS - Windows 10 64bit

HDD -  SSD 920 NVME

HDD - SSD 860 EVO

In addition to making sure your system drivers, etc. are up to date, I would try trashing the preferences for both apps. Sometimes (on certain system configs), the update process can leave behind some clutter in the preferences that might be what's hanging you up. 

If that doesn't work, I'd try your uninstall again, but use the Adobe Cleaner Tool to make sure you're not retaining ANY of those files from the previous install. I'd put good odds on something like this being the culprit.

Check your system event viewer. I beleive that's one of those AMD mysteries that may require a specific driver update or DLL to fix. In fact just running Windows Update might already reveal some specific patch.
