after effects being choppy?

I've edited before, and I've only ever had this problem once -- but it went away on its own (which I was very confused about.) But this time it's not really going away. Any time I do anything with motion blur, or a fade in, or really anything, its choppy. I've tried restarting my device, clearing out my cache, etc. I even tried rendering it to see if its just the playback, but even in video format it's choppy. Any help would be extremely appreciated.

Hi @tswiftlvr,

Thank you for reporting this issue. It appears that the frame rate of your composition is 9.629 (visible in the Project panel under Frame Rate and in the Timeline panel under the timecode display on the upper-left). If you increase the frame rate of the composition via the Composition Settings (Composition menu > Composition Settings...), does the animation play as smoothly as you expect?

frame rate is 30 too, so unsure of why this is happening. 😞
