After Effects cannot use the tracking effect for text
Whenever I place the effect on the text from the animation presets, the effects never appear in the effects control. It's Decrease tracking or all of them non of them show up

The text animation presets aren't effects that alter pixels, but they instead apply text animators. You can find the Tracking animator and keyframes from the preset in the the Timeline. Twirl open your text to see the same parameters in this screenshot.
