You can download and install Creative Cloud desktop from here: https://www.adobe.com/in/creativecloud.html

Also, please make sure that your system meets the minimum requirements for After Effects: https://helpx.adobe.com/in/after-effects/system-requirements.html

You can install the CC app just with any of the other apps. If AE doesn't show up in the list after that, then your system may not be compatible, which I guess is what happened here, anyway. The system info forwarded by the browser lead to an outdated page for an older version of AE and there's nothing there.
