Almost every video I download from youtube and put into AE has a random glitch in 1 or 2 frames. and they appear for no reason. they might not be there in the first place and pop up 30 minutes later. it's like a data mosh but it's unwanted lol.

You're using a delivery format as source footage.

Try transcoding it to ProRes outside of After Effects.

If running macOS, right-click and choose Encode Selected Video Files.  When the options dialog box appears, choose ProRes.

If running macOS or Windows, you can download Shutter Encoder (free with option to make a donation) and choose ProRes (it's listed under the Editing Formats).

Assuming the file holds up to being transcoded (it might not), you should be good to use the transcoded source footage as expected in After Effects.

Apple ProRes 422 LT should be fine.

If the source is a YouTube video download, I would transcode it before trying to use it After Effects or Premiere Pro, yes.

The file size will be much larger, though; however, that's why it's good for use as source.  1920p30 ProRes 422 LT will require about 700Mb per minute.  If that's too large for your available storage space, switch to ProRes 422 Proxy.

Check your hardware acceleration preferences, update your system's graphics driver. Anything more will require exact system info and other details like preview settings, project settings and so on.
