After Effects issue

So I have been trying to make a new project/composition without it letting me do it. I tried reinstalling the programme but it didn't help either. This is the first time that this happens to me and I have no idea how to fix it!

Thanks for reaching out. I agree with @Mylenium. Try to launch After Effects using the Creative Cloud desktop app.

You launched the render-only version of AE, not the regular one.
