After Effects never updates preferences, ever ever ever with no exceptions

Steps to reproduce:
1. Update After Effects

2. Check "Migrate Previous Version"

3. Once that inevitably doesn't work, enter the new version and Go to Prefs -> Startup and Repair, and click "Migrate Previous Version Preferences." You'll get an error that says "No previous version preferences."

4. Consider cancelling creative cloud.

 

Result: Migrating preferences
Expected: Absolutely nothing. How is this acceptable? This has been a bug since I started using AE in 2014. Probably used 5 different computers and 25 builds of AE in that time and this is still an issue.
 
System info
    Application: After Effects v24.3.0.50
    OS: macOS v12.5.1, RAM: 64.00 GB GB, CPUs (logical): 10

That's not ideal. I tested it multiple times, and it seems to work.

Go to Users > USERNAME > Library > Preferences > Adobe, and check if you can see the folders of the previous versions like I do (in the screenshot). If the folders aren't there, then it is expected. If they are, we can troubleshoot.

I've already tried this, pretty much every single time I try to update. My preferences -> Adobe folder looks the same as yours. If I try to migrate settings from 24.1 to 24.2, for example, this behavior works. However, After Effects is completely blind when trying to migrate from 24.2 to 24.3.
