After Effects not changing the frame rate of my video

I'm trying to decrease the fps of my video so it's compatible with my iphone, I load the video into after effects and everything and it says the video is 30 fps but when I render it and try to put the video on my phone it says it isn't compatible. I have done the exact same process on my friend's computer and it works fine. Are there any specific settings I need turned on for After Effects to decrease the fps of my video correctly?

You should be using the Adobe Media Encoder to render an H.264 MP4. Use one of the presets. You should be using one of the standard frame rates for your compositions. If you see the word "Custom" in the composition settings you have screwed something up.

When you talk about decreasing the fps of your video this tells me that you do not have a basic understanding of frame rates, file interpolation, and video standards. As Roland says we need a lot more information and I suggest that you do a little studying.

I am importing a video with a very high frame rate which makes it incompatible with my iphone. That is why I am trying to decrease it.

What settings have you used for your Composition, Output Module and Render Settings? Provide ALL of these information.

Sorry, I forgot to ask the following -

1) What is the original frame rate of the footage - select the footage in the Project Panel to allow us to see its metadata in the said panel.

1a) Does the information in the Project Panel concur with your expectations? IOW, is AE reading this info correctly?

1b) Did you shoot the footage with a phone?

1c) Did you perhaps shoot it with variable frame rate?

1d) Which version of AE are you using?

2) Did you commit to an Interpret Footage setting? If you did, do a screen cap of the Interpret Footage too.

Now that we know you have a high frame rate video, what are you intending to do with it - I assume it's a slomo effect?

Lastly. I'm doubtful you will be able to playback a QT with the Animation CODEC, on your phone. I'm not familiar with phone playback deliveries but I'm doubtful nevertheless. I suggest you choose MP4 (H264) and check online for suggested settings or better yet, use AME and select a Preset for your specific phone.
