Every separate thing you want to animate must be on its own layer. The Puppet Pin mesh is created based on the layer's alpha channel. The layer can't move. Only the puppet pin can be animated. When you have every part of your cat, the eyes, mouth, ears, tongue, and anything else that needs to move animated, you pre-compose all the layers; if you need more Puppet pins on the whole cat, animate that, then Pre-compose again and then animate position, rotation, and scale.
