I can't find how to do this rainbow scan effect anywhere, does anybody have any idea?

Impossible to say what you're having issues with. Could be as basic as animating a synchronized wipe and light sweep in a pre-comp, colorized with some noise and gradients. Really not more complicated than that, but of course fine-tuning the settings might require some experimentation just like you may need to figure out how many layers you're going to need to get that fancy glowy effect on top of your regularly shaded items.

Not much rto find unless you search for how to do this in a 3D program. Those are texturing/ particle effects applied to real 3D geometry. You would need Stardust, Trapcode Particular, Form, element 3D and such to create something similar in AE. parts of it could also be faked using Cinema 4D Lite with light sweeps and such, limited as it may be, but overall this has very little to do with AE in its purest form.

I have element 3D i just have no clue how to go about animating the effect. I tried using custom textures but it just doesn't have the same effect.
