After effects still slow with 3080ti / AMD Ryzen 9 5950X

I just bought a new PC with this graphics card and 64GB of RAM but in trying to preview video in AE it always takes ages to pre load - sometimes 30-40 seconds for what is a 6-10 second clip.  its a WEBM video file in 4K and Ive gone through so many settings and video tutorials in tweeking the settings to try and get it to play seemlessly. I understand AE is just caching it to create files so it can then play then back fast, but when you are creating time remaps or trying to continuously re-play the footage it takes for ever to buffer back up. I am slightly depressed I spent all that money if this is my spec and/or the software. I am even caching to a SSD drive just for AE and I bought very fast M.2 Seacuda drives for the OS and project files. Can anyone point me to anything I can try. Is this normal? What actual settings do I have to tweak to ensure that the timeline green bar srubs through very quickly so I can play seemlessly without waiting for it to catch up. Thank you for any pointers.

I too am experiencing error problems, freezing, and serious lag.  Rendering is taking FOREVER!  Replaying sends my system into a seizure.  I did a 30 second render today that took 10 hours when it should have only take about 1.  I used to never have problems in AE but now every update seems to be a huge issue.  Makes me never want to update again.  My compuuter specs aren't nearly as advanced as yours but I don't experience these problems on a regular basis; it's only when I update that there is a problem.  Third party installs seem to have a hard time keeping up with AE and I end up having to reinstall everything which takes so much time and cuts into my workday.  AE and these third party programs need to better corrdinate so that hardworking people can utilize their time working and not trying to resolve issues.
