After Effects: takes close to an hour to open the program if connected to the Internet

I have a user that says it takes nearly an hour for After Effect to open and be usable if he's connected to the Internet. If he unplugs his Ethernet cable and/or disconnects from WiFi, it opens in a few seconds. He says it also opens quickly if he uses run as administrator, but in his words it runs oddly if he opens as admin. He shouldn't have the ability to run as admin anyway, which I'll fix later, so that's not an option going forward. He has a Creative Cloud license. I'm an IT tech, and I'm not well versed in Creative Cloud apps.
