After Effects Template - Need to allow the editor to change the timing of a layer

I am creating a template to place on top of videos that have the same structure. They have an intro, main video and then outro.
 
I have created the template, but the only part I am stuck on is the outro. The outro is a .mov file which is in the comp as a layer. I would like the editor to have the option of changing what time the outro begins.
 
I have looked everywhere, but they all require changing time through keyframes, which this layer does not have as it is a .mov file.
 
Does anyone have any suggestions?

If to be done natively in AE, something along these lines would work:

 

1. Have a main comp, where all your contents are in separate comps - intro/main video/outro.
2. Apply timeremapping to "outro" layer in the main comp, that it would start playbacking once "main video" comp finishes (or some specific element outPoint is reached)

You don't need keyframes on .mov, because its already inside the comp. Apply timeremapping to "outro comp" fitted into main comp.

You keyframe it by enabling time-remapping.

I actually saw that I can use responsive design by creating Protected Regions from Work Area. Do you know anything about this?
