Question

All my effects are not usable/disabled/dont show up

I have never experienced this before but my AE effects are all un highlighted and ive done everythingto trouble shoot by reinstalling, updating, resarting the machine, uninstalling RG plugins, resetting prefrences and its still a dud. any help would be greatly appreciated!

I agree with what Rick said. If that's not the case, are you able to apply effects for the Effects Panel?

Your cropped screenshot does not show anything in the timeline or tell me if you have selected a layer in the timeline. You can't access effects unless you have a layer selected.
