Allocation error; no Ram?

I keep having the same error when using the liquify effect on a shape layer saying that i have no RAM when I have 16gb and only 1gb if that is in use? I've tried unchecking things in preferences to do with memory and preview but nothing seems to work? I keep having to force quit ae every time. please help
