Is it possible to animate text baseline shift in the same way that you can animate tracking? As I don't see an option for it when clicking 'Animate'

Apparently not nor does that technically make much sense, given that these calculations affect the actual em-box of a glyph and thus would pretty much mess up any subsequent calculations for kerning, leading and tracking. Point in case: Even if it was implemented, it probbaly wouldn't do what you seem to think it should. That being the case, you have to splice your work into separate layers so you can work with regular position ands scale properties, possibly with different per-charactrer anchor point alignments where needed. There may be other options as well, but without an explanation of what you are actually trying to achieve nobody can advise specifically.
