Animate character with line art

I've noticed that a lot of character animation is done with imported characters from Illustrator and also in a lineless style, is there any reason for this?

Are there ways to animate characters with, for example, blank lineart from Photoshop? Or is that just extremely inconvenient? 

I need to do a character animation with some moving around and talking but I haven't done this from scratch before. Thanks in advance.

The point of using vector art is mostly to be able to convert it back to editable paths in case they need to be animated. If you don't need that, than you can use whatever you want.
