Animate 'Title Background'

Hi guys, I will try my best to explain what I would need to do in AE.

I also use Apple Motion 5 for some editions and has a cool feature:

When you are working on Final Cut Pro (similar to Premiere Pro) you import your footage and add graphics/templates on top, Ok. There is a feature when you are creating a template in Motion 5, which is an image that you can set it as 'Title Background'.

What this does is you are telling the software that image is going to be your footage in Final Cut Pro and you can animate it. 

I  know in AE / PP there are the Place Holders, but you need to add the footage from gallery, and is not taking the one you already have in your timeline.

Is there any way to set an image as the 'Title Background' to have a continuous animation from footage?

Let me know if you haven't understand my question, I know if you never used Motion 5 could be difficult to understantd what I am reffering to.
