Animating a scale up without moving position?

I am trying to animate a little eye twinkle with a star getting smaller and larger. I want to lock it in one position so the star doesn't move. It just grows in scale. Is there an easy to do this? It sounds pretty simple but I am a noob. Thanks

If you are scaling and your layer is moving then it's very likely your Anchor Point is not centered on the layer. The Anchor Point is the center of a layer's Scale - the Anchor Point is also the center of a layer's Rotation.

 

Use the Anchor Point Tool - it is to the immediate right of the Rotation Tool.

As a noob, you will also want to go through a structure and curated set of tutorials and these can be found in the Help Menu. There is also a Learn Panel which you'll find in the Window Menu. HTH
