How do u go from the first one to the second one. the artist said he uses ae, I can get a similar effect for the lineart with roughen edges but for the blur and the low quality feel I dont know how he does it I need help

Add a background layer. The character is the only thing on the Character's layer. The background is just the background. Adjust the other filters as needed to get the color, blurs, distortions and other things necessary to complete the scene.
