As there are only four copies of the original, I would precomp the actor, remove the background, then layer precomp to set the position and opacity of each.  If you can't remove the background, you could probably get away with using a transfer mode to isolate them from the others.

It looks like multiple copies of a greenscreen video.

Remove the screen color

Duplicate the layer

It looks like the later layers have some sort of warp effect applied to them.

I am sorry it is a video not picture. I posted this question in Premiere Pro.

I figured it was a video.

You would usually use After Effects to achieve that type of effect, not Premiere Pro.

Clone stamp tool the person, in the time line twirl open to clone time shift. Adjust the timing of the clones.
