That's most likely a fluid simulation in a 3D program. For this short a segment you could probably fake it using some animated masking or piecing together multiple particle systems on different layers plus of course you'll have to use tons of extra effects to stylize the look. Perfectly doable. it will just require tiem and patience to get it right.
