Applying / pasting effects above others

Hey,

I need to insert an effect onto a layer, but above other effects (since the order matters) - Im doing that for multiple layers, tens of them, so therefore it would save me a lot of time and annoying dragging.

If you needed to know, im dynamic-linking (or replacing with Ae comp) whole video, which already has lumetri color. This makes a big comp in Ae with all the footage from Pr. I want to Pixel Motion Blur all the footage - I cannot add an adjustmen layer with the effect, because it does some glitches around the cuts, neither can I with the lumetri color effect, beacuse obviously every shot needs a different one, so I dont necessarily need to "pase above", I just need to solve this inconvenience.
