Brighten part of a video?

I have a video where one half of it is very bright and the other half is very dark. Is there a way to brighten just the one side of the screen and have it seem somewhat blended?

There is zero detail in the black so you are not going to be able to bring up anything there unless the original video is a RAW recording form something like an Arri.

If you had some detail in the shot then I would probably create a procedural matte by making a duplicate copy of the video and then applying curves to crush the blacks even farther and then expand the whites, add some blur, then use that as a track matte for an adjustment layer that contains your color correction. I don't hold out much hope for bringing out any detail at all in the shadows though because zero times 1000 is still zero.

Without seeing the shot, and knowing what happens in it, it's impossible to give a useful opinion.
