Can ae have an API which allow the data input somewhere else be trasffered to dynamic pictures in one second?  we will set and design the template first, then the data in the template will be changed  automatically when the data is input or changed in a software or somewhere else.

AE does not have any live inputs. Not via a shared memory, not via an API, not via obscure port connections or whatever you may want. All such stuff is file-based, so the best approach would be to create JSON files which then are refreshed whenever the project is opened or via some panel/ plug-in/ script from inside AE.
