Can I import an After Effects File to Premiere Pro without having After Effects?

I'm trying to send an After Effects File to someone so they can use it in Premiere Pro.  However the person does not have After Effects, only Premiere Pro. Does this work? 

 

Additionally – I know I can use Adobe Dynamic Link, but I am also doing a test on my own and the Adobe Dynamic Link is greyed out in "File."  When I try to just drag my AEP into the projects panel, it gives me the notice that the versions of the apps must be the same. I currently have AE 24.1 and PP 24.1. Any ideas on why this is happening?

No, you can't use an AE project without AE being installed. For your import issues you may need to reinstall the programs. Check your CC app.

Mylenium got it right. No After Effects = No Dynamic Link with Premeire Pro.
