Can not interact with effects and presets

I can't find a solid answer as to why my effects and plugins become unusable and can't interact with the window at all. I'll start off with saying I thought it was an imported plugin issue, but it's even happened with a fresh install with no imported plug ins. Reverted to a previous version, same issue. I keep having this issue off and on.  It's not matter of not being able to handle applying them.

The only way to fix it is to completely start a new project and hope it works.

Everything is up to date. 

Is this a bug I'm missing that's been reported or is there a simple solution I'm missing?
