Can't Add Composition to Media Encoder Queue

Each time I try to add my composition to Media Encoder I get a pop up saying:

AEGP Plugin AEDynamicLInkServer: Adobe Media Encoder is not installed.

Please download and install it to use this feature. Go to https://creative.adobe.apps . ( 5027 :: 12 )

Media Encoder IS installed, and I can open it separately. I can also drag and drop my AE file directly into ME.

Is there any way to fix this or do I need to delete the programs, wipe my computer of Adobe and reinstall?

Just some additional information:

- Both programs are updated

- Surface Book 2 Running Windows 10

- Intel Core i7

- 8 GB RAM

I bet the problem goes away if you get more memory.  8 gigs may sound like a lot, but it's pretty much the bottom-of-the-barrel minimum for AE... and AE just loves RAM. 

And with your current scanty RAM it doesn't help one bit if you have lots of applications open in addition to AE -- media players, browsers, Photoshop.... what have you.
