Can't collect Files because the option's faded out

Recently while trying to create a team project, I was trying to collect files but the option was faded out on the files tab and I couldn't complete the action.

Can anyone tell me what happened and how I might be able to fix it.

Also on that point, can someone please give me a step by step on how to even share my project to my collaborators. Thank you.
