My after effects is on version 2023? So is that why a premiere or a after effects file of the after effects project can't be imported to my premiere , no new updates on creative cloud so , am I supposed to screen record my after effects or is there a solution?

Again, unless you provide exact info none of this makes any sense. Given that there are valid  2023 versions of Premiere and AE the assumption would have to be that this is some bug or specific issue with your system, but without any details on that nobody can help you. No, it's not Adobe not providing such a version, it really is something specific to your configuratrion and usage of the programs.

Assuming you are trying to use the Dynamic Link feature between AE and PP.

In general you need to have both applications installed on your computer and they need to be the same version.

So the problem is that Ae is on a newer ver than premiere , but premiere can't seem to have updates

I'm not saying that is the problem.

You gave no information about your system so all anyone can do is give you very general advice.

My PP, AE and Media Encoder are all version 23 and I know sometimes problems with dynamic link are due to having different versions on your computer.

We can't know. Your post doesn't make a lot of sense and you haven't provided any useful details like system info, contents of the project, relevant settings for caches and all that stuff. Based on what amounts basically zero info nobody can tell you anything.
