can't open after effect!

after effects error: could not convert Unicode characters. (23;;;46)

What should I do?

Without any system info and other details such as language settings nobody can tell you much. Typically this simply boils down to installing AE in a different language than the system language and the respective language packages being absent. So if that's the case, start by installing AE in Korean, then switch back to English.
