Can't open After Effects, Could not convert unicode charcters 23 :: 46

I got a new laptop and now i cant get After effects to open. I downloaded it and all I get is an error message saying "Could not convert unicode characters (23::46)"

I have uninstalled it and reinstalled it several times but nothing works

Without any info on critical stuff like language and keyboard settings, potential font and menu size customizations and so on nobody can tell you much. Typically this error is associated either with font rendering issues or an exotic combination of language settings confusing AE. In the latter case setting a more common locale in your system settings might help.
